Coast Watchers is a 1–2 player historical intelligence game from designer Volko Ruhnke that recreates the deadly contest between Allied coastwatching networks and Japanese security forces in the South Pacific during 1942–1943. Hidden blocks, secret deployments, mission cards, reconnaissance, patrols, deception, and chit-pull uncertainty create a very different kind of World War II game. The central question is not simply whether you can destroy an enemy force. It is whether you can discover what the enemy is doing, protect what they cannot find, and get the right information to headquarters before it is too late.
The Most Important Unit on the Map May Be the One Nobody Can See
Coast Watchers approaches the Pacific War from ground level. Allied operatives, local scouts, guerrillas, refugees, and stranded personnel move through islands already occupied or threatened by Japanese forces, trying to observe military preparations without revealing the network that makes those reports possible.
The Japanese player faces the inverse problem: hunt the coastwatchers, conceal military intentions, and prepare operations without giving the Allied intelligence network enough warning to matter.
It is a game of information first and combat second, where uncertainty is not an occasional die roll but the terrain everyone is navigating.
How the Game Works
Stand-up blocks conceal Allied coastwatching stations and other personnel, while facedown counters hide Japanese military buildup and deployment. Allied players maneuver their network to observe and report enemy activity while avoiding Japanese patrols and search operations.
Both sides receive Mission cards that create additional objectives. Allied Missions give coastwatchers important side tasks, while Japanese Missions conceal military operations worth victory points. The Japanese player must simultaneously hunt the intelligence network and prepare those operations without allowing the coastwatchers to provide effective warning.
Chit-pull systems introduce uncertainty into patrol searches, deliveries, and other operations, while Asset cards provide special capabilities and potential scoring opportunities.
The box includes 15 standalone Situations covering events from the Japanese advance in early 1942 through the neutralization of Rabaul in late 1943, plus four campaigns that connect Situations into larger historical arcs. Dedicated solitaire rules allow the system to be played alone.
