Fortunes of Scoundrel Bay is a 1–4 player pirate Eurogame about building a crew, improving your ship, invading hideouts, hunting monsters, delivering cargo, and getting rich before another captain decides the game has gone on long enough. Its 84 Pirate cards are multi-use, and you cannot repeat the same main action on consecutive turns, so even a very good pirate operation has to keep moving.
How Much Engine Do You Build Before You Sail?
There is a nice tension here between getting stronger and getting on with it. Recruiting more pirates and unlocking upgrades can make later turns much better. Meanwhile, another ship can keep crossing reefs and push the whole game toward its ending.
That makes tempo everybody's problem. The player with the fanciest engine does not automatically win if the captain across the table decides to make this a much shorter voyage.
How the Game Works
On a turn, play a Pirate card and choose one of its three main actions: Recruit, Sail and Shoot Monster, or Invade. The action chosen last turn is unavailable, forcing you to alternate rather than repeatedly use your most efficient option.
Recruiting adds pirates and abilities to your growing crew. Sailing moves your ship through Scoundrel Bay, delivers crates, opens new opportunities, and lets you attack monsters for rewards and reputation. Invading sends pirates into Hideouts, where area majority determines who benefits most.
Treasure hunting, upgrades, alternative scoring, blind bidding, asymmetric Captain powers, and contested locations give you several ways to turn the same basic actions into points.
Crossing reefs advances the game. Once a captain passes the fifth reef, the end is close, whether everyone else feels ready or not. The winner is the pirate who has accumulated the most wealth, not necessarily the one who sailed farthest.
